Selectmen’s Meeting Minutes — August

The meeting was called to order at 4:00 p.m. by Chairman, Joe Judd. Other
members present John Payne and Bob Manners.
Noteworthy News:
Meeting with Buckland Selectmen on August 16, 2007 @ 6:30 p.m. in Buckland
to discuss the possibility of sharing highway equipment.
Annual Bridge Dinner will be held this Saturday, August 19th at 5:30
p.m. Tickets are still available.
4:00 p.m. Senior Center Direction Selection Committee (Nancy
Hodges, Terry Mosher, Stephen Racz, Jackie Stanford, Judy Sullivan and
Barbara Scott in attendance). Terry Mosher began the discussion
by providing an overview of the process that was used to screen the resumes;
choose candidates for interview, the interview process and the outcome
of the interview process. While the Committee understood that the
Shelburne Board of Selectmen would have preferred to have three finalists
brought before them, the unanimous consensus of the Committee was geared
toward one particular candidate. Members of the Committee shared
their particular thoughts about the recommended candidate. Following
that discussion, it was decided to schedule a second meeting with the
top candidate on Tuesday, August 21st at 4:00 p.m. Members of the
Selection Committee as well as members of the Board of Selectmen will
attend. The meeting will allow for the candidate to learn more about
the organizational structure of the Center, its’ funding sources
and its’ needs as well as provide the Board of Selectmen an opportunity
to meet and learn more about the individual.
4:30 p.m. Bob Gonzales, Chairman Board of Health
The first topic of discussion was concerning the vacancy on the Board
of Health. Bob indicated that he is comfortable moving on and
would like to find someone with experience in the areas of restaurant
and housing inspections. He discussed the need to create a schedule
for inspections to eliminate the late night phone calls from individuals
who expect a response the next day. Bob feels that at least 72
hours notice is reasonable. John indicated that he would like to
continue working with the Board of Health and reaffirmed that the Selectmen
would like very much to have a good working relationship with them. Bob
agreed.
In the interest of filling the vacancy, John invited Deb Couthino
of Shelburne to attend the meeting. Deb currently holds a real
estate license, is a certified EMT and has completed the serve-safe course. Before
making a decision, Bob requested an opportunity to meet with Deb to discuss
the responsibilities of the job. Once he has had that opportunity,
he will bring forth his recommendation to the Board of Selectmen.
Title V Inspection at 98 Shelburne Center Road – at the request
of Bob Gonzales, former Board of Health member Irene DeJackome conducted a
Title V inspection at the above mentioned residence on July 25th. The
proposed buyer of the property Holly Majkut was present for the discussion. She
and her husband are awaiting a letter from the Board of Health indicating that
the septic system passed the Title V inspection. Bob indicated that the
septic system did indeed pass however because the well is located less than
100 feet away, the new owners will be required to test the water in six months
and again in one year. Bob had not had an opportunity to put the information
in writing to the Majkuts. Terry Mosher agreed to draft the letter for
Bob to sign in order to expedite the process.
Compensation for the inspection was also discussed. Boards of Health
members receive $75.00 per Title V inspections; this particular septic
system required two inspections for a total of $150.00. Being that Irene
DeJackome conducted each inspection, it was agreed that she should be
compensated for her work however, because she was not a member of the
Board of Health at the time of the inspection, compensation will have
to be paid using some other means. It was agreed that a check would
be written to a member of the Board of Health and they in turn would
hand the money over to Irene. Lastly, Joe recommended that
the vote taken to assign John Payne as liaison to the Board of Health
be rescinded as it is unprecedented to have a member of the Board of
Selectmen serve in that role. Following a brief discussion, a motion
was made by Bob and seconded by Joe. The vote was as follows: Joe
and Bob – yes; John – abstained.
Housing Inspections – John is anxious to determine whether or
not the Town will use the services of the F.R.C.O.G. or hire an independent
inspector on an as needed basis. Joe has had preliminary discussion with
Richard Calisewski of Deerfield who charges $30.00 per hour. The Board
will invite Mr. Calisewski in to their September 6th meeting along with the
members of the Board of Health to hear his proposal.
NEW BUSINESS:
Shelburne Free Public Library Trustees RE: Request to Appoint
John Pollard – acting on a request made by Sherry Clark,
Chair of the Shelburne Library Trustees, Bob made a motion to appoint
John Pollard. John seconded the motion. Motion carried
unanimously.
OTHER BUSINESS:
Better Communication with Town Boards – John
suggested that members of the Board of Selectmen attend a couple of
meetings of our various town boards and committees to observe how their
meetings are run. He suggested that perhaps the Board of Selectmen
can play a role in helping the various Boards and Committees become
more effective.
Ethics Commission Training has been scheduled for Monday,
December 3, 2007 at 6:00 p.m. Although Shelburne is hosting the
training, Buckland officials will also be invited to attend.
Motion to adjourn made by Bob at 5:25 p.m. John seconded the motion. Motion
carried unanimously.
