Board of Selectmen—Town of Shelburne

Selectmen Meeting Minutes — April 27, 2009—7:00 p.m. — Memorial Hall.

Call to Order: The meeting was called to order at 7:00 p.m. by Chairman, Manners. Other members present: John Payne. Joe was expected to arrive shortly.

Acceptance of Minutes: A motion was made by John to accept the minutes of April 13th as presented. Bob seconded the motion; motion carried.

Noteworthy News: Bob reported that the Shelburne Board of Health has been receiving daily updates regarding the Swine Flu outbreak and is prepared to take action if necessary.

Department Liaison Reports:
Treasurer's Position - John reported that the Town has received four resumes for the part-time position; two of which are excellent candidates. Initial interviews will take place over a two day period with the hopes of bringing forth a recommendation to the Board of Selectmen on Tuesday, May 5th. Terry will post the Selectmen for Tuesday afternoon at 4:00 p.m. so to review the screening committee's recommendations.
Highway Department - Bob reported that Brook Road is open; the crew is busy grading Taylor Road and the Superintendent is waiting to receive Chapter 90 contracts so work can begin on other roads. John mentioned the need for pothole related patching on Bardwells Ferry road; Bob will speak with the Superintendent.
Police Department - Joe reported that he and the Chief are working on a parking plan particularly for Bridge Street. Areas of discussion include over-sized vehicles that impede the flow of traffic and individuals who ignore the two hour parking limit; parking all day.

Old Business:
MEMA RE: Snow & Ice Reimbursement - cities and towns should be receiving standard contract documents sometime this week so that MEMA can begin processing payments. Each applicant will be required to certify that it already has or will have contributed a 25% non-federal share of the project costs and MEMA will retain 10% of the federal reimbursement for each project that is not completed at the time of contract execution. The retainage will be issued to applicants upon certification of project completion. Bob estimates that the Town will receive approximately $47,000 in reimbursement monies.

Main Street Bids RE: Phase II - all qualified bids have been reviewed by Weston & Sampson Engineering. It appears that the bids received for Shelburne's project is approximately $38,164 more than what the town has available for funding. Shelburne's options are: re-bid the project (not recommended); eliminate traffic control costs (approximately $17,600) and reduce the scope of the project by 50 feet (estimated savings of $13,300); or eliminate traffic control costs and contribute approximately $13,300 in Chapter 90 funds. After reviewing Chapter 90 projects slated for this year, the Highway Superintendent has agreed to earmark approximately $14,000 for phase II of Main Street. As soon as the Town receives contracts from Mass Highway for Chapter 90 monies, the Superintendent will submit a project request form. The low bidder cannot be awarded the contract until funding has been secured.
Village of Mutianyu - John reported that he and his wife Margaret have graciously accepted an invitation to travel to our "sister" village in China this October.

New Business:
Memorial Day Parade Permit - a motion was made by John to approve the parade permit submitted by the VFW Post 8503 for a Memorial Day parade to be held on May 25th at 11:00 a.m. Bob seconded the motion noting that the permit has been approved by the Police Chief. The parade will begin in Buckland and proceed to the Arms Cemetery. Motion passed.
After having taken care of the majority of the business before the Board, the meeting was recessed at 7:15 p.m. so to allow time for fellow member Joe Judd to arrive. Meeting reconvened at 7:25 p.m. (Joe Judd was present).

Annual Town Meeting - the scheduled annual town meeting will take place on May 5th despite the uncertainty of the State's budget. Members agreed that there are two many unknowns and would rather proceed as planned and address any additional cuts to state aid once they are known. Board members reviewed the warrant articles for the last time and divided them accordingly for discussion at town meeting. John will present the town's financial overview.
Dedication of Annual Town Report - providing that the town receives the annual town reports on Tuesday, members of the Board may present this years' report to the deserving recipient on Wednesday evening.

7:30 p.m. Planning Board RE: Part-time Clerical Position (Chuck Washer, Chris Davenport, Rodney McBride and Beth Simmonds) - members of the Planning Board were invited before the Board of Selectmen to discuss their need for part-time clerical assistance following the recent resignation of former clerk, Faye Whitney. Joe questioned the Planning Board's need for clerical assistance when the former clerk was utilized only 5 hours in her five months of employment. Members of the Planning Board agreed that they did not have an opportunity to truly utilize their former clerk for a variety of reasons. They do however understand the value of such assistance and requested that the Selectmen proceed with the necessary steps to fill the position. After a brief discussion, it was agreed that Terry Mosher will provide the Planning Board with a copy of the job description for purpose of review and John Payne will speak with the Board of Health's clerk to see if she might be interested in additional hours. If so, the town will post the position internally rather than spend additional time and money re-advertising the position.
