Board of Selectmen—Town of Shelburne

Selectmen Meeting Minutes — April 26, 2010—7:00 p.m. — Memorial Hall.

Call to order: Vice-Chairman, Joe Judd called the meeting to order at 7:00 p.m. Other members present: Bob Manners. John is away representing the Shelburne Selectboard at our "sister" village in Mutianyu, China.

Acceptance of Minutes: Motion presented by Bob to accept the meeting minutes of April 12, 2010 as presented. Joe seconded the motion. Motion passed.

Noteworthy News:
The Buckland-Shelburne Neighbor to Neighbor Program is sponsoring a Spring Clean-up Day for residents 60 and older who need a hand with spring chores on Saturday, May 1st from 9:00 a.m. until 3:30 p.m. Call Therese at the Senior Center at 625-2502 if you need a hand with chores. Volunteers needed too!

Department Liaison Reports:
Highway -- the road crew has begun patching; grading of dirt roads is complete; and Zerah Fiske Road work will begin once deed transfers are complete. In preparation for annual town meeting, the Highway Superintendent has located two used trucks in Colchester, Vermont (2002; 2003). Both are in excellent condition.
Police -- Joe reported that there has been a small spree of crime on both sides of the river in the last few weeks. The police department is actively involved in investigation.

Old Business:
Stained Glass Window for Memorial Hall -- Bob met with Nancy Katz of "A Colorful Affair." Working together, the two have created a design that is more in keeping with the town's landscape. Bob will seek final approval of the design once a colored template is created.

New Business:
Hager's Farm Market RE: Lease of Town-owned Orchard -- representatives of the Hager Farm Market agreed to lease four acres of town-owned orchard located along the Colrain-Shelburne Road for a ten-year period commencing May 1, 2010. The lessee shall pay on hundred dollars per acre per year. Bob brought forth a motion to authorize the Chairman to sign the lease on behalf of the town. Joe seconded the motion. Motion passed.

Mowing Services for Summer, 2010 -- Now that mowing season has begun, Bob wanted to clarify who will be responsible for mowing the various town-owned properties. In September of 2009, the town voted to transfer of $1,200 from the sale of cemetery plots to the Hill Cemetery Account for this year's mowing season. Mark Amstein has agreed to maintain the town-owned cemetery. He has also offered to donate his time through July 4th so to maintain the Arms Academy ball field. The Highway Department will mow Cowell Gymnasium and Little Mohawk ball field properties. The only property left in question is the Senior Center. Joe agreed to follow-up.

Elimination of One Municipal Parking Space -- Given limited parking in the downtown business district, Joe would like to eliminate one of the two designated municipal spots adjacent to Memorial Hall. Joe has spoken with Chief Walker who is comfortable with the idea. Bob indicated that he was in total disagreement. Both presented their opposing views and then decided to table the discussion until the full Board was present.

Memorial Hall Association RE: Re-Broadcast of Operas -- Memorial Hall Association has an opportunity to re-broadcast several Metropolitan Opera shows this summer. They are recorded versions of operas that have previously broadcasted at Memorial Hall. Memorial Hall Association is seeking permission to present these shows on the following Wednesday evenings from 6:30 p.m. until 9:30 p.m.: June 16; June 23; July 7; July 14; July 21; and July 28. Being that Memorial Hall is typically available on Wednesday evenings, Bob presented a motion to approve the request. Joe seconded the motion. Motion passed; approval granted.

7:15 p.m. Mocha Maya's Coffee Company RE: Liquor License Hearing -- Joe called the public hearing to order. Chris King representing Mocha Maya's Coffee provided the Board with an overview of he and his brother's plans for the liquor license. Chris explained that Mocha Maya's hosts over 100 entertainers annually from all over the world. Both he and his brother believe that the liquor license will compliment their upscale coffee house. They do not intend to create a bar atmosphere, staff will well trained, and the sale of alcohol will be limited to evening hours only. After a brief question and answer period, Joe recommended that the Board continue the hearing on Wednesday, April 28th at 4:00 p.m. when the full board is present. Bob seconded the motion. Motion carried unanimously.
